[Dawes Plan given to war debts group] The German government signaled its support of a plan, proposed by a committee headed by Charles Dawes of the United sates, for settlement of the reparations issue. In its proposal, the Dawes panel called for Germany to pay treaty charges "to the utmost limit of her capacity." it further proposed a $200 million foreign loan to help Germany meet these obligations. In a letter made public in Paris, German officials said the proposal was a "practical basis for a rapid solution of the reparations problem." Both France and Great Britain indicated their support of the plan which Dawes and his committee submitted to the International Reparations Commission.
